If you did not install Enterprise Manager, you could install manually DbConsole (Enterprise Manager). You have to execute below commands. If dbsnmp user is locked, you have to do unlock this user. Because dbsnmp user will use for EM installation.
Install EM
Open Command Prompt
set ORACLE_HOME=c:\path\to\oracle\home
set ORACLE_SID=DB_SID
emca.bat -config dbcontrol dbNote : You have to enter your db configuration to dbconsole configuration.
